TORONTO, ON – Mariam Moktar begins her term as President of the Ontario Bar Association (OBA) this September, bringing to the role a deeply personal understanding of what it means to live without certainty – and a profound appreciation for what the rule of law makes possible.
Moktar was born in Somalia during a time of peace and prosperity. Her father, a dedicated police officer, believed in the law, his country and his children. When civil war broke out and claimed his life, it forced her mother, her siblings and her to flee. At seven years old, Moktar arrived in Canada separated from her mother and most of her siblings and was raised by her aunt. She was also deeply grateful for Canada and for the stability and opportunity if offered.
“I know what it means to have uncertainty shape your life. I also know what it means to find stability, community and opportunity,” said Moktar. “My journey from Somalia amid civil war to building a life and career as a lawyer in Canada has shaped my belief that we move forward with greater confidence when we do so together. That belief has guided my career, and it will guide me as the president of Ontario's largest association of legal professionals.”
As she worked, studied, and built her career, community became Moktar’s rock and service her passion. She co-founded the Canadian Association of Somali Lawyers, joined the OBA Council, and has served the association in various capacities ever since, driven by the conviction that lawyers can have real influence when they pair their enthusiasm for the law with the certainty, comfort, and clarity it can bring.
“My family’s sacrifices showed me what it means to have something solid to stand on. I want that for OBA members and for every Ontarian," said Moktar. “The way I see it, a strong OBA supports a strong legal profession, and a strong legal profession upholds the rule of law for us all.”
That belief will guide her presidency, which centres on three principles: certainty, clarity and comfort. Her initiatives will expand legal-technology literacy, strengthen peer and mentorship networks, and grow resources to help lawyers navigate professional and personal transitions.
Moktar sees opportunities beyond the legal profession too and plans to bring the conversation about the rule of law to high schools and communities across Ontario as a reminder that its value extends to everyone, not just lawyers.
“The rule of law shouldn't be an abstract concept,” said Moktar. “It's what gives people the confidence to move forward, even when the path ahead is uncertain. I felt that the moment I arrived in Canada, and I want to help strengthen it for others.”
