
Description
Responsible for leading the effective and efficient management of Real Estate and Development Law Practice Group within the Office of the City Solicitor. Reporting to the City Solicitor, the Deputy City Solicitor will provide oversight and leadership to Lawyers, Legal Assistants, Law Clerks and Articling Students. Provides excellent, effective and strategic legal advice to help the City achieve its objectives. Drafts and negotiates agreements and prepares legal opinions, as appropriate. Attends various Committee and Council meetings and completes performance evaluations. Acts as backup to the City Solicitor, as required.
Qualifications and experience:
- Successful completion of a University Degree in Law (L.L.B) or Juris Doctor Degree (J.D.).Member of the Law Society of Ontario in good standing.
- Minimum of eight (8) years of progressive law experience in the area of development law and real estate.
- Experience leading and managing staff and external counsel on real estate and development matters and provides strategic advice on realty transactions, including expropriations.
- Reviews and drafts contracts and represents the City in negotiations on various real estate related agreements as applicable.Works closely with the Real Estate division in implementing the City’s real estate strategies.
- Works closely with the Development Engineering Department on establishing and implementing an effective regime in completing land development related agreements to support growth in the City.
- Provides advice on planning and development matters under the Planning Act, the Development Charges Act and other applicable legislation as they relate to land development (e.g. Parkland Dedication, applicability and imposition of Development Charges).
- Exceptional organizational, facilitation, and interpersonal skills coupled with the ability to multi-task effectively while contending with conflicting demands and timelines.
- Demonstrated political acumen and ability to negotiate, facilitate, mediate and present information to a varied audience
- Strong analytical, problem-solving, research and decision-making skills coupled with exceptional written and oral communication skills
- Well-developed ability to interpret, anticipate & convey highly complex, technical and abstract information.
- Ability to work outside normal business hours, as required.
